ComposerでCakePHPをインストールしているとBake実行時にエラーになってしまうようです。

解決策
エラー内容をみると、参照しているプロジェクトのパスが誤っているので、コマンドの引数でプロジェクトのパスを指定してあげたら成功しました。 “–app {プロジェクトのパス}”
